First of all, the core of the negotiations is the normalization of relations between Armenia and Azerbaijan. European Council President Charles Michel—who has been organizing meetings between the leaders of Armenia and Azerbaijan since December 2021 during which time they have adopted a joint statement several times for the normalization of relations—said this in an interview with the RFE/RL Armenian Service.
A peace treaty is needed between Armenia and Azerbaijan to organize the normalization of their relations. This peace treaty should be based on the border delimitation process, this peace treaty can also be a good framework that we can use as a tool to improve communication in the region, which is also good for other countries in this region, including, for example, for the economic development of Georgia, said the head of the European Council.
To note, throughout the peace talks, Armenia has emphasized that not only the aforesaid peace treaty, but also its implementation is important.
The President of the European Council, however, did not directly respond to RFE/RL’s question as to whether the peace treaty will have a special guarantor who will monitor the implementation of the agreements reached. The actual international community, including the EU, is watching what is happening in this part of the world, Michel said, without naming any guarantor.
