During martial law, the recruitment of conscripts, persons liable for military service and reservists is possible only if they are registered with the military in the territorial recruitment and social support centers.
As noted in the message, the employer must check whether men aged 18 to 60 have military registration documents: for those liable for military service – military tickets or temporary certificates, and for conscripts – certificates of registration to recruiting stations.
“Heads of state bodies, local self-government bodies, institutions, organizations, enterprises, educational institutions, regardless of their form of ownership, must comply with the legislative norms for maintaining military records,” the report says.
It is also noted that for violation of the legislation on defense, mobilization training and mobilization, including the maintenance of military records, they are liable under the law.
Mobilization in Ukraine
Recall that in Ukraine, from the beginning of the full-scale invasion of Russia, martial law and general mobilization were introduced. Men from 18 to 60 years old are subject to mobilization.
The Cabinet of Ministers of Ukraine in January 2023 approved a new procedure for booking persons liable for military service during martial law, setting clear criteria. Now the figure is 50% of all persons liable for military service working at the enterprise. Previously, only 40% of such workers could be booked.
President of Ukraine Volodymyr Zelensky said that the Ukrainian military is asking for increased mobilization, but for this it is necessary to resolve issues with military registration and enlistment offices and medical commissions.
